ISLAMABAD, 07 April, 2016: Parwaan National Center of Excellence on Early Childhood Education & Development, Children’s Global Network Pakistan (CGN-P) and ILM Ideas 2 have signed a contract of “Parwaan Preschool –A School Readiness Programme” at a ceremony held at the Academy of Educational Planning & Management in the presence of Minister of State for Federal Education and Professional Training Engr. Muhammad Baligh Ur Rehman here on Thursday. This is Pakistan’s first ever innovative programme to cater to early year’s education and development needs of children of age 3-5 years and simultaneously creating income generation opportunities for youth especially females of marginalized areas.
The Parwaan Preschool Programme will provide quality Early Childhood Development (ECD) opportunities to about 72,000 children of the neglected age group 3 to 5 years and will increase the likelihood that they children stay at school and succeed in the all-important first initial years Over a period of three years, through a multi-stakeholder approach 6000 youth will be trained as social entrepreneurs to open ECD centres in 30 low performing districts in terms of education in Punjab, Khyber Pakhtunkhwa, Baluchistan and FATA. During phase one of the programme, the intervention will be carried out in five districts, including Khushab, Bahawalpur, Kohat, Charsadda and Islamabad Capital Territory. The programme is designed to provide access to good quality sustainable early childhood education to the children living in the marginalized areas of Pakistan.
These enrolled children will also get quality health, nutrition and immunization facilitation at the centres. Under Parwaan Preschool Programme, a National Technical Advisory Group will be established, comprising members of organizations working in education sector and a Political Alliance for ECD will be formed for countrywide scale up of the model. Local government representatives in the target districts will be involved for the facilitation of entrepreneurs during the intervention. Pakistan being the signatory of UN SGDs is mandated to take all possible measures to ensure that “all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education”. The Parwaan Preschool Programme will support the government in achieving the Sustainable Development Goal 4, target 4.2 for which Pakistan is a signatory.
